The impact of a congestion pricing exemption on the demand for new energy efficient vehicles in Stockholm

چکیده
As governments seek to transition to more efficient vehicle fleets, one strategy has been to incentivize ‘green’ vehicle choice by exempting some of these vehicles from road user charges. As an example, to stimulate sales of energy efficient vehicles (EEVs) in Sweden, some of these automobiles were exempted from Stockholm’s congestion tax. In this paper the effect this policy had on the demand for new, privately-owned, exempt EEVs is assessed by first estimating a model of vehicle choice and then by applying this model to simulate vehicle alternative market shares under different policy scenarios. The database used to calibrate the model includes owner-specific demographics merged with vehicle registry data for all new private vehicles registered in Stockholm County during 2008. Characteristics of individuals with a higher propensity to purchase an exempt EEV were identified. The most significant factors included intra-cordon residency (positive), distance from home to the CBD (negative), and commuting across the cordon (positive). By calculating vehicle shares from the vehicle choice model and then comparing these estimates to a simulated scenario where the congestion tax exemption was inactive, the exemption was estimated to have substantially increased the share of newly purchased, private, exempt EEVs in Stockholm by 1.8% (±0.3%; 95% C.I.) to a total share of 18.8%. This amounts to an estimated 10.7% increase in private, exempt EEV purchases during 2008, i.e., 519 privately owned, exempt EEVs. 2014 Elsevier Ltd. All rights reserved.

Urban Vehicle Congestion Pricing: A Review
Drivers in urban neighborhoods who cruise streets, seeking inexpensive on-street parking create a significant fraction of measured traffic congestion. The solution to this problem is to reduce the total traffic volume including cruising traffic by implementing a congestion pricing scheme: the imposition of a usage fee on a limited-capacity resource during times of high demand. We review the his...
متن کاملEnergy Management in Microgrids Containing Electric Vehicles and Renewable Energy Sources Considering Demand Response
Microgrid and smart electrical grids are among the new concepts in power systems that support new technologies within themselves. Electric cars are some advanced technologies that their optimized use can increase grid efficiency. The modern electric cars sometimes, through the necessary infrastructure and proper management, can serve as an energy source to supply grid loads. This study was cond...
متن کاملA New Real-Time Pricing Scheme Considering Smart Building Energy Management System
Real-time pricing schemes make the customers to feel the energy price volatility and improve their load profiles. However, these schemes have no significant effect on demand-side uncertainty reduction. In this paper, considering smart grid infrastructures and smart building Energy Management System (EMS), a new real-time pricing scheme is presented to reduce the uncertainty of demand-side. In t...
متن کاملEvaluating the Willingness to Pay for Urban Congestion Priced Zones (Case Study of Tehran)
Congestion pricing is one of the major travel demand management policies to reduce traffic volumes in metropolitans. One of the main factors for effective implementation of this policy is to analyze users' response to different toll rates. In this paper, the willingness of users to pay for using their personal cars is evaluated. The stated preference method was applied for data gathering. Sever...
متن کاملA New Method for Merchandizing Surplus Allocation
Locational Marginal Pricing (LMP) is a method for energy pricing in deregulated power systems. Loss and congestion cause different prices for energy at load or generation buses. In this pricing method there is a different between payments of customers and revenue of generators which is called Merchandizing Surplus (MS). Independent System Operator (ISO) receives MS and generally renders it to T...
